EDC’s September Meeting
The Economic Development Corporation’s Board of Directors met on September 16, 2009. In attendance were Ardie Garner, President; Paul Friedrichs; Drue Helms; Lad Herold; Cynthia Massey; Rick Schroder, City Administrator; and Glenn Goolsby, Interim Economic Development Specialist. Directors Keith Muhlestein and Billy Barker were absent. In the audience were Mayor Schoolcraft and Pat Wootton (who will be appointed to the EDC starting in October replacing Lad Herold).
There was no one present wanting to speak during their Public Comment section or the Public Hearing being held on their proposed FY 2010 budget.
They approved the renewal of their contract with Young Professional Resources for engineering, planning, and other consulting services for an amount NTE $15,000.
Engineers working on the Old Town Helotes Improvement Project reported that while doing some drilling CPS damaged some AT&T lines in the vicinity of Helotes Elementary. The damage has been repaired, and any liability issues should be between CPS and AT&T.
The recent rains did some damage in Old Town; there was some erosion. The engineers saw some areas of ponding, and these issues are being worked on.
Change orders have been issued:
#1 – Drainage at the north end of Bandera Road in the amount of $14,243.77;
#2 – Add additional parking on the corner of Old Bandera Road and Riggs Road in the amount of $7,495.19;
#3 – Improvements on the Hultz property to allow ingress/egress in the amount of $11,230;
#4 – There was no #4 listed;
#5 – Gateway sign changes in the amount of $2,495.75;
#6 – Removal of Myfe Moore’s planter (in front of the Helotes Creek Nature Center) and the addition of head-in parking (no dollar amount was given for this; when this change was approved by Council, they said this would be done at Myfe Moore’s expense); and
#7 – Add head-in parking across from Floore Drive, add flush curbing in front of Floore’s Country Store, and realign parking at the Cunningham property.
They approved a resolution to City Council recommending approval of their FY 2010 budget.
The new Helotes Phone Book should be finished in the next couple of weeks. Staff is working on the categories in the yellow pages section making them more logical and user-friendly.
They discussed having a float in the Christmas parade. Drue Helms and Lad Herold did not think it was appropriate to spend EDC money on a float.
There will be a dedication ceremony celebrating the completion of Phase One of the Old Town Helotes improvement project, which is scheduled for January 17, 2010.
The LDS Church has presented their plans to the City. They will be building a church on the almost 7-acre triangle of land at FM 1560 and Antonio, in front of Iron Horse Canyon.
The EDC has new software they will use to organize and track projects, which includes task and assignment tracking, and contact information for all projects. It will also be used to store documents.
This was Lad Herold’s last meeting. Everyone expressed appreciation for all the contributions Lad has made over the years. He said he will still come to meetings and keep an eye on what is going on. City Council has approved Pat Wootton as his replacement. Wootton’s first meeting will be the one in October.
